Welfare Note #11

Another offering in a series of "Welfare Notes" that has been created by the Welfare Committee which are intended to ensure that all members of the Faculty Association are educated, informed, or updated in terms of welfare-related concerns and their rights contained within the Contractual Agreement.

A Note From the Welfare Committee Chair:

The CODFA Welfare Committee has codified the attached definitions for terms frequently used in discussions of concern to the Welfare and Grievance Sub-Committees, as well as the larger Association membership. These are operational definitions that the Welfare Committee and Grievance Sub-Committee use. To avoid some of the confusion that may result from trying to address, in this document, life on both quarters and on semesters, we have noted in the header that the Welfare Committee of the CODFA would view these as effective Fall Semester 2005. Of course, most of the definitions are relevant on both systems. We believe that it is helpful to all that we have a common understanding of terms used in important discussions related to the welfare of the Association membership. Some definitions have their basis in the Contractual Agreement, relevant professional association position papers, documents from the Illinois Board of Higher Education and/or the Illinois Community College Board while others emerge out of past practice here at College of DuPage. Though this "Definition of Terms" document has not been endorsed by the Administration or the Board, we believe its contents describe the meaning of the terms as used here at College of DuPage.

You are most likely to be the first one to encounter a different interpretation of any of these terms. If you encounter a situation where your administrator is using a different definition for any of the terms, seek to clarify their meaning and if it still seems to be inconsistent with the definitions we are providing here, please contact any member of the Welfare Committee. It is in the best interest of all at the College to be using the same definition. --John Kovach

Definition of Terms (Effective Fall 2005)

Academic Year: The nine-month period covering Fall and Spring Semesters.

Academic Program: Planned grouping of credit courses that focus on a specific student outcome.

Advising: A developmental process where the student is assisted in evaluating, and if necessary, re-evaluating educational plans, career plans and choices.

Agreement: See definition of Contractual Agreement

Association: The College of DuPage Faculty Association, IEA/NEA. The College of DuPage Faculty Association is the Illinois Education Labor Relations Board (IELRB) recognized representative and agent for the bargaining unit.

Area Faculty Coordinator: See definition of Faculty Coordinator

Bargaining Unit: That group of Faculty determined through Illinois Education Labor Relations Board (IELRB) election and defined in Section A 1. a, RECOGNITION, of the Contractual Agreement between the College of DuPage Faculty Association and the Board of Trustees of College of DuPage

Base Load: The minimum number of contact hours that a Two Semester Assignment Faculty Member is responsible for in an academic year in order to be considered full-time or the minimum number of contact hours in the work week of a Nine Month Assignment Faculty Member

Base Salary (Salary Schedule): The salary indicated in cell A1 of the Faculty Salary Schedule

Base Salary (Individual): The individual Faculty Member's current cell placement on the Faculty Salary Schedule for the academic year

Board: The Board of Trustees of the College of DuPage, District # 502

Coaching Time: Teaching time focused on College intercollegiate sports teams. See Section D 7.4, COACHES ASSIGNMENT, in the Contractual Agreement

College or District: The College of DuPage, Community College District # 502

College-wide Committee: A committee (see definition of Committee) including Faculty Members whose scope extends beyond two divisions

Committee: A group of people appointed to attend to any matter of business referred to them, and includes groups alternatively named, such as teams, councils, task forces, or any other alternatively named group

Contact hour: A regularly scheduled period of fifty minutes (see Section D 7.1, WORKLOAD OF FACULTY MEMBERS, in the Contractual Agreement)

Contractual Agreement: The contract between the Board of Trustees of College of DuPage and the College of DuPage Faculty Association, IEA/NEA which establishes the terms and conditions of employment for the members of the bargaining unit.

Coordinator: See definition of Faculty Coordinator

Credit Hour: The measure of value of individual courses in accordance with Illinois Community College Board standards.

Dean, Associate Dean, or Assistant Dean: A member of the college administration who supervises and is responsible for a division or sub-division

Director: A member of the college administration who manages a non-academic unit.

Division: An Academic Affairs or Student Affairs unit of Faculty.

Faculty Area Coordinator: See definition of Faculty Coordinator

Faculty Program Coordinator: See definition of Faculty Coordinator

Faculty Coordinator: A Faculty Member who is given a reassigned time assignment to assist the Administrator by performing specific duties related to management and maintenance of high quality offerings within a particular program or area. (See also D 7.5 SEMESTERS - FACULTY COORDINATOR ASSIGNMENTS, in the Contractual Agreement.)

Faculty Load Hour: For Two Semester Assignment Faculty and for Nine Month Assignment Faculty, a Faculty Load Hour is one contact hour

Faculty: Members of the bargaining unit known as the College of DuPage Faculty Association

FARB: Faculty/Administration Review Board is an appeal body composed of Faculty and Administrators intended to address a specified scope of issues as detailed in Section E 3, FACULTY/ADMINISTRATIVE REVIEW BOARD

Full-time Temporary Faculty: A person hired to replace full-time Faculty Member

Grievance: An alleged misinterpretation or misapplication of specific section(s) or article(s) of the Contractual Agreement

Instruction Day: A day when the Business Office is open and for which the official College calendar indicates that classes are in session.

Load: See definition of Base Load

Nine Month Faculty: Faculty on a nine month contract. See Section A 1. a, RECOGNITION, in the Contractual Agreement.

Normal Course Load: See definition of Base Load

Office Hour: Fifty minutes of availability

Overload Assignment: Contact hours over the base load

Program Faculty Coordinator: See definition of Faculty Coordinator

Reassigned Time: A portion of a Faculty Member's load that has been administratively and/or contractually transferred to duties which are not usually part of his/her normal assignment

Regular Load: See definition of Base Load

Stipend: Financial payment to a Faculty Member which is in addition to and not part of a base load or overload assignment

Student: Any person appropriately admitted by the Office of Admission and enrolled in classes at the College

Summer Term: The instructional period that occurs outside of the academic year

Two Semester Faculty: Faculty contracted to teach for the two semesters of the academic year. See Section A 1a. RECOGNITION, in the Contractual Agreement
